When Guardians of Solano operates as a Business Associate to a Covered Entity (45 CFR 164.500(c)), production deployment will require a signed Business Associate Agreement with every covered entity (e.g. Solano County HHS, Sheriff via WellPath, Partnership HealthPlan, Bitfocus Clarity HMIS Lead) before any PHI flows. Encryption: TLS 1.3 in transit, AES-256 at rest. Minimum-necessary enforced via Postgres Row-Level Security policies (Built, alpha).
