What it does
Form DL 44 is the standard CA driver-license / ID-card application — required for first-time CA licenses, renewals after lapse, and Real ID upgrades. Must be completed in person at a DMV office. Unhoused applicants pair DL 44 with the DL 933 'No-Fee Identification Card Eligibility Verification' to waive the ~$36 ID-card fee.
